Xavier Nazario

Xavier Nazario is the co-founder and managing partner of Workforce Innovation Labs (WIL) and Case 4 Cannabis (C4C, Inc.), project management firms that specialize in optimizing tax payer dollars through effective grant execution to help colleges, universities, foundations and government agencies make a positive impact on their local workforce and economy. 

In his professional role, Xavier focuses on solving the workforce challenges of SF Bay Area companies and small businesses by identifying partnerships and developing training programs that empower folks to secure living wage employment or business ownership. Over the past 15 years, Nazario has held several leadership positions in K-12 and higher education and currently serves on the board of directors for the Santa Rosa Metro Chamber of Commerce.  

In 2005, Xavier was the first in his family to graduate from college. He holds two bachelor’s degrees from Santa Clara University, one in business management and the other in philosophy, and a master's degree in public administration from the University of San Francisco. Nazario is a lifelong learner interested in equity, education technology, instructional design, project management, influential historical figures, leadership, and human-centered design thinking. 

Nazario lives in Santa Rosa, California, with his wife and two young daughters. He enjoys hiking, traveling, exploring new restaurants, and teaching his daughters about science, business, music, and art. As a silver lining of the COVID-19 pandemic, he learned to optimize his productivity from his home office and play the piano, and he has a greater appreciation for California’s moderate climate, natural beauty, and protected open spaces.
