Higher Education Emergency Relief Fund (HEERF) Disclosures

Coronavirus Aid, Relief & Economic Security (CARES) Act (HEERF I); Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA) (HEERF II): and the American Rescue Plan Act (ARP) (HEERF III)

Overview

The Coronavirus Aid, Relief & Economic Security (CARES) Act was passed by the U.S. government in the spring of 2020 to provide support in the wake of the coronavirus public health crisis and associated economic fallout. One section of the CARES Act established the Higher Education Emergency Relief Fund (HEERF), which provides funding to the nation’s colleges and universities to provide emergency grants to students. This funding also covers a portion of certain unbudgeted costs and lost revenue due to the disruption of campus activities due to the COVID-19 pandemic under the HEERF’s Institutional portion. Cal Poly Humboldt has signed and returned the Recipient's Funding Certification and Agreement to the U.S. Department of Education indicating that the University will use no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide emergency aid to students. Cal Poly Humboldt was awarded $10,302,998, of which no less than $5,151,499 or 50%, was disbursed to students. In addition, Cal Poly Humboldt was awarded $733,295 (later increased to $739,404) in Minority Serving Institution (MSI) HEERF funds.

In late December 2020, the Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA) was passed by the U.S. government to provide additional support as a result of the financial challenges brought on by the ongoing pandemic. Through CRRSAA, Cal Poly Humboldt was awarded additional grant funds through the HEERF. Cal Poly Humboldt was awarded $10,978,517 in additional Institutional funds and $5,151,499 in additional Student Aid funds. Cal Poly Humboldt’s acceptance of the terms of this additional grant is indicated by drawing funds from the grants. In addition, Cal Poly Humboldt has been awarded $1,005,923 in additional Minority Serving Institution (MSI) HEERF funds.
In March 2021, the American Rescue Plan Act (ARP) was passed by the U.S. government to provide additional continued support as a result of the financial challenges brought on by the ongoing pandemic. Through ARP, Cal Poly Humboldt was awarded additional grant funds through the HEERF. Cal Poly Humboldt was awarded $14,021,406 in additional Institutional funds and $14,149,214 in additional Student Aid funds. In addition, Cal Poly Humboldt has been awarded $1,696,757 in additional Minority Serving Institution (MSI) HEERF funds. Cal Poly Humboldt’s acceptance of the terms of this additional grant is indicated by drawing funds from the grants.

In July 2022, Cal Poly Humboldt was awarded an additional $1,716,136 in Supplemental Support under ARP, $858,068 in additional Institutional funds and $858,068 in Student Aid funds.

Student Emergency Grants (CARES - HEERF I)

The Funding Certification and Agreement for Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act was signed and returned on April 22, 2020. Pursuant to the agreement, Humboldt was awarded $5,151,499. Upon receiving the funding allocation in April 2020, Humboldt distributed grants to eligible students based on financial need.

The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).

Total amount: $5,151,499 as of January 1, 2021 (FINAL)

The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

The method(s) used by the institution to determine which students receive emergency financial aid grants and how much they would receive under Section 18004(a)(1) of the CARES Act.

Amounts were based on EFC (from FAFSA) and whether the student was enrolled in full time or less than full time.
Amounts for requested grants were based on need.

Student Emergency Grants (CRRSAA - HEERF II)

On December 27, 2020, the Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA), 2021 was authorized, providing an additional $5,151,499 in emergency aid for students.

The following totals are as of April 8, 2022:

Block grants were disbursed to all students who filed a FAFSA and had an EFC up to $25,558 (COA). Amounts ranged from $500 to $1200.

4,160 students, totaling $4,483,300 (FINAL)

All other students were invited to request emergency funds using an online hardship request form. Amounts have ranged from $200 to $2000, depending on need and circumstances. Priority is given to students who have not received any emergency grants this academic year.

673 students, totaling $668,199 (FINAL)

Student Emergency Grants (CRRSAA - HEERF III)

On March 11, 2021, the American Rescue Plan was authorized, providing an additional $14,149,214 in emergency aid for students.

The following totals are as of June 30, 2022:

Grants for those enrolled in Summer 2021 term were disbursed as follows:

600 students, totaling $600,000

Automatic grants for those enrolled in the Fall 2021 term were disbursed as follows:

4,641 students, totaling $12,922,300

Automatic grants to those students who were enrolled in Spring 2022, but not in Fall
2021 were disbursed as follows:

308 students, totaling $442,750

All other students were invited to request emergency funds using an online hardship
request form. Amounts have ranged from $200 to $2000, depending on need and
circumstances. These totals are as follows:

487 students, totaling $184,164

All HEERF III funds have been disbursed to students.

Student Emergency Grants (SSARP)

On July 25, 2022, Cal Poly Humboldt received an additional amount of emergency funding through the Supplemental Support under American Rescue Plan, providing an additional $858,068 in emergency aid for students. These funds are available to students to request for emergent needs.

As of June 30, 2023:

1,389 students have received a total of $858,068, in amounts ranging from $1 to $5,742.
All SSARP funds have been disbursed to students.

Institutional Portion of the Higher Education Emergency Relief Fund Information

The Funding Certification and Agreement for the Institutional Portion of the Higher Education Emergency Relief Fund (HEERF) was signed and returned on May 1, 2020. Pursuant to the agreement, Humboldt was awarded $5,151,499. Cal Poly Humboldt has drawn down the full amount of this award.

Cal Poly Humboldt was awarded an additional $10,978,517 under the Institutional Portion of the HEERF II under CRRSAA.
Cal Poly Humboldt was awarded an additional $14,021,406 under the Institutional Portion of the ARP (HEERF III).
Cal Poly Humboldt was awarded an additional $858,068 under the Institutional Portion of the Supplemental Support under ARP (SSARP).
Cal Poly Humboldt has drawn the full $25,857,991 of the additional funds awarded through CRRSAA, ARP and SSARP.

Minority Serving Institution Funds (MSI) - Higher Education Emergency Relief Fund

The Funding Certification and Agreement for the MSI Portion of the Higher Education Emergency Relief Fund was signed and returned on May 1, 2020. Pursuant to the agreement, Humboldt was awarded $733,295. Note: On October 24, 2020, Humboldt received an additional $6,109, bringing the revised total award to $739,404. Cal Poly Humboldt has drawn down the full amount of this award.

Cal Poly Humboldt was awarded an additional $1,696,757 under the HEERF MSI portion of the ARP (HEERF III).
