WHEREAS,   The essential quality of education at Humboldt State University is determined by the faculty; and

WHEREAS,   The continuity and vision of our programs and the quality of leadership in scholarly activity is determined by the continuity and investment of continuing faculty; and
 
WHEREAS,   A loss of tenured/probationary faculty threatens the quality of advising, support for community and service learning, independent study and program individualization, support for graduate students, and other student oriented activities that tenured/probationary faculty support; and
 
WHEREAS,   A loss of tenured/probationary faculty increases the workload on those remaining so as to limit the ability of tenured/probationary faculty to engage in scholarly activities, collateral duties and university and community service; and
 
WHEREAS,    Such shifts in workload make the Humboldt State University environment unattractive to high quality young faculty candidates who will seek environments that provide opportunities for creative and professional development; and
 
WHEREAS,  The number of faculty retiring from tenured/probationary positions will be increasing in the coming years and the number of students expected to enter the University also will be increasing resulting in an increased workload; therefore, be it
 
RESOLVED:  That the Academic Senate of Humboldt State University recommend that vacated tenure track positions be filled with tenure track replacements in order to build a faculty for the future; and be it further
 
RESOLVED:  That the Academic Senate of Humboldt State University request that such decisions be made and conveyed to the affected program leader(s) in a timely manner; and be it further
 
RESOLVED:  That the Academic Senate of Humboldt State University request that the Vice President of Academic Affairs make a public annual report in spring semester on the composition of the faculty, including early and full retirements, hires, ratio of tenured/probationary faculty positions to temporary faculty positions and number of probationary positions not filled with probationary hires; and be it further
 
RESOLVED:  That the Academic Senate of Humboldt State University recommend that in keeping with the purpose of the Joint Council as stated in the Faculty Handbook and the budget process as stated in the Budget Principles passed by the Academic Senate of Humboldt State University and contained in Administrative Memorandum P&VPAA 97‑05 (January 2, 1998), the Joint Council be consulted regularly with regard to the replacement of faculty positions and the maintenance and allocation of probationary positions.
