The Dean for Undergraduate Studies requested that the Educational Policies Committee evaluate the current policy (see attached) requiring all those seeking a second baccalaureate degree, whose first degree came from a non‑CSU institution, to fulfill all HSU general education requirements. Evaluators in the Office of Enrollment Management attempt to match courses applicants have taken at a previous institution to HSU general education requirements. Often, however, no match can be found, particularly in the areas of critical thinking, oral communication and human integration. On a few occasions applicants have complained, in particular about having to take lower level GE courses.

The HSU Academic Senate discussed the matter and referred the issue back to the Educational Policies Committee with the strong advice that the current policy was an unnecessary impediment to those seeking a second baccalaureate degree. Taking the advice of the Senate, the Committee proposes the following resolution:
 
BE IT RESOLVED, that the current HSU policy on general education requirements for those seeking a second baccalaureate degree be revised as follows:
 
If first degree was awarded from HSU: All general education requirements will be considered satisfied by completion of the first degree, including the nine-unit general education residence requirement required by Title 5.
 
If first degree was awarded from any other accredited university or college: All general education requirements will be considered satisfied by completion of the first degree, except for the nine units of approved (lower- or upper-division) general education courses required by Title 5 to be taken in residence. Upon request, however, and in accordance with Title 5, part or all of these nine units may be waived by the President or designee.
