Mission

Our primary mission is to provide the Humboldt State University community with professional and accessible Pre- and Post-Award grant and contract services.

Auxiliary Organization Status

Humboldt State University Sponsored Programs Foundation is an auxiliary organization to Humboldt State University. Auxiliaries within the California State University (CSU) system are authorized by the California Education Code, Title 5. The general operation of auxiliaries is described in a document entitled "Manual of Policies and Procedures for Auxiliary Organizations of the California State University" which is published and periodically updated by the Office of the Chancellor, The California State University, 400 Golden Shore, Long Beach, California 90802-4275. There are over 80 auxiliary organizations in the CSU system.

Oversight of auxiliary organizations rests with individual campus presidents. Governance and legal responsibility for the actions of auxiliary organizations vary depending upon an individual auxiliary organization's corporate status and its purpose(s) and operation(s). Humboldt State University Sponsored Programs Foundation is self-supporting and receives no annually budgeted tax support.

The “policies of the California State University (CSU) and our campus governing the conduct of research and sponsored projects are contained within Executive Order 890 and our Administrative Policies and Procedures Manual and Sponsored Programs Foundation abides by EO890.”

Executive Order No. 890 “Administration of Grants and Contracts in Support of Sponsored Programs” applies to all Sponsored Programs applied for, awarded to and/or administered by any campus of the California State University, the Office of the Chancellor, or any Auxiliary.  The CSU System Standards for all Sponsored Programs are identified in EO 890. The policies of the California State University (CSU) and our campus governing the conduct of research and sponsored projects are contained within Executive Order 890 and our Administrative Policies and Procedures Manual. 

Humboldt State University Sponsored Programs Foundation’s Administrative Policies and Procedures Manual outlines the policy and practices for research and sponsored project administration in compliance with EO 890.  The Administrative Policies and Procedures Manual incorporates federal and state regulations, University, and SPF policies.  In the event the sponsor or funding agency has a more restrictive policy than the policies referenced or develop in this manual, the more restrictive policies will apply.    

Corporate Status

SPF is a California not-for-profit, public benefit corporation, having been incorporated in 1952. It is exempt from taxation under Section 501(c)(3) of the United States Internal Revenue Code and under Section 23701 of the California Revenue and Taxation Code.

As a corporate entity, Humboldt State University Sponsored Programs Foundation is under the direction and control of a Board of Directors.
