Resolution in Opposition to Governor Schwarzenegger’s 2008-09 Budget Proposal

Subject:                Opposition to Governor Schwarzenegger’s 2008-09 Budget Proposal

       

1.)    WHEREAS,    the Associated Students of Humboldt State University is the official recognized voice of over 7,000 students within the California State University System (CSU); and

2.)      WHEREAS,    the Associated Students represents not only the student community, but the joint interest of the campus community and many of the citizens of Humboldt       County that serve in a variety of roles which supplement the University experience for our students; and

3.)      WHEREAS,    Governor Schwarzenegger released the January Budget proposal with a $312.9 million reduction to the CSU for the 2008/2009 fiscal year; and

4.)      WHEREAS,    the potential impact of a $312.9 million reduction will result in a cut in essential CSU needs such as enrollment growth, support for traditionally underrepresented students, mandatory costs, and may result in a higher student fee increase then seen in recent years; and

5.)      WHEREAS,    the California Post Secondary education commission released its summary and analysis of the governors 2008/2009 budget proposal stating that general fund spending of Higher Education will be less than 1%, and that the funding reductions will result in “larger than planned increases in student fees,” and

6.)      WHEREAS,    Humboldt State in the past has had several funding reductions leading to the reduction or elimination of programs aimed to retain and support many students from a variety of underrepresented lifestyles such as Summer Bridge; therefore be it,

7.)      RESOLVED,  the Associated Students of Humboldt State University calls on the Campus community to join in efforts with the California Board of Trustees to oppose the Governor’s proposed budget and to actively participate with students to help alleviate the Budget impact on Humboldt County; and be it further

8.)      RESOLVED,    the Associated Students of Humboldt State University strongly urge the Legislature and the Governor to make higher education a priority for the next fiscal year, and fund the CSU so all people of California can have an equitable right to higher education; and be it further

9.)      RESOLVED,  the Associated Students of Humboldt State University requests the Governor and the Legislature work with the CSU to not have the $312.9 million reduction be covered by student fees, working together to find an alternative funding sources; and let it be finally

10.)                RESOLVED,  that copies be distributed, but not limited to; President Rollin Richmond, The Lumberjack Newspaper, the Times Standard, University Announcements,  California Faculty Association, Assemblywomen Patty Berg, Senator Patricia Wiggins, Arcata City Council, HSU Academic Senate, CSU Academic Senate, CSU Chancellor Charles B. Reed, CSU Associated Students, CSU Budget Advisory Committee, and Governor Arnold Schwarzenegger.
